Not without customization.
The best way would be in some member profile hook. check the usergroup of visitor, if guest, check the usergroup of the profile user. If belongs to banned, show no permission.

Is there a way to set permissions for user profiles by usergroup so that Banned user or new user usergroup profiles cannot be viewed by public users while all other profiles are public (unless fields are made private that user)?
