[Forum] images with non English name

This is starting to hit my forum. As most of my users are not English speakers. If an image with non English name is being uped or attached it shows only the link to image not the thumbnail, although it creates the thumbnail and show it in the text editor. Ones posted it is only link. How to fix this please?

do you have vBSEO enabled? if yes..try to disable it

Those links appear like the webserver can't find the file for some reason. They aren't generated by vBulletin.

If you view the source code, how are the image links built?
