[Forum] Right conditional?

I´ve never seen this conditional.

Could anyone tell me if is right or not and explain me how it works?

Userid should be replaced by the id?

It checks to see if the current forum matches the forum id 18 and that the user is not a guest.

It tells the template parser to ignore the code inside of those tags and just treat it as raw html. So if you had some javascript that had syntax that matches our template parser, you can break the template parser. So when you use literal it tells the template parser to leave it alone.
