    I noticed a tag like <strong> or <em> would not work on text in a forum desc for example, but <span style="font-weight:bold; font-style:italic"> worked fine.

    A 'span' or similar tag is required all the time? tx

    It really depends on the tags around the forum description text already. Usually they are <h3> tags I believe, so if you are editing "header" text simple tags like <strong> or <em> won't work. <span> does- you can never go wrong with <span>.

    So to answer your question- pretty much yes in forum descriptions if they are setup anything like default you will always need to use <span> for bold or italics text. But for other parts of vBulletin you may not need to use span, it all depends on the other code around the text already.
