[Forum] Every post gives an error message

What is wrong with my forum as every time a new post is done this error message is shown?
The post is actully being posted but its troublesome to get away form this message back to the forum.

bitly.php is non-vbulletin file. Are you using an addon to short your links? because this one may cause the problem in your forum. To be sure, temporary deactivate your plugins system from includes/config.php as follow:

Edit config.php and add this line right under <?php
define('DISABLE_HOOKS', true);

If you want to make the plugin work, you need to contact the one who develop it and ask him for support.
