Then it's something you have modified... you can try adding one of these in additional.css to see if it will move it down:

#below_postlist {
margin-top:15px !important;
}

If that's not it then try:

#newreplylink_bottom {
margin-top:15px !important;
}

If either overwrite produces any aesthetic errors you may want to try padding-top: instead of margin-top:

Glad it sorted your issue however please be aware it was that way due to something else being "not quite right" so in all actuality it might have been better to track down the issue instead however if you have customized your site and never documented the changes then it might have been simpler to just use the code as you did. *Remember if your making a custom style, note the changes you make and where in case any issues come up in the future this way you can reference your notes and possibly identify the issue and resolve it correctly instead of using a work-around per say .
