If you banned the user, then it has banned that user account specifically. It should also mean that they can't use that e-mail anymore, as generally duplicate e-mails aren't allowed unless you've specifically configured vB to allow it.

If you prevent a "link" (disabling the link bbcode), that doesn't stop a person from posting a plaintext version of the link, which someone should copy and paste. You could ban specific urls via the word censor or using style replacements.
Its not really ideal to stop "links" in 99% of cases. You want to stop the content whole, at which point moderation is a better choice.
This really sounds like a one off thing with a specific user, if it continues and the rival site continues to post links, censor their domain.

Nope not a spammer but a real life human. I am very dissapointed, they have gone behind out back to advertise a rival site.
