Check out your database and language file. Both must be in UTF-8

i use database use latin1_swedish_ci
I set phpmyadmin to uft8_general_ci restart still show latin1_swedish_ci

You need convert (or create new db) to UTF-8 codepage.
Also, set var "$config['Mysqli']['charset'] = 'utf8';" in /includes/config.php
Also check mysql default connection to DB (type in console: "mysql -u your_root_name -p" and type "\s"), and if need - set default-charset in my.cnf.
