Is there a option to make it where users can only sign up with a certain amount of user names for the same ip address?

Registrations are restricted by email address. With the default settings each email address can register once. There shouldn't be any limitation on registering by IP address unless you have an addon installed.

IP Addresses aren't great identifying tools. Very easy to change them through proxies or on some networks simply resetting the modem or reconnecting.

That is true, but a lot of people know how to do those things. When I used to use MyBB and SMF they had that option. Kept users from registering multiple accounts. No big deal I suppose.
