[CMS] how to add a new tab to navbar

Hello,

I need help with the following:

1. add a tab labeled Resources to the navbar, with sub-tabs containing different resources pages.

2. I want some of the resources on each page to be viewable by members only, and some viewable by the public, such as a listing of the resources, by not the content.

Could someone show me how this is done?

I think the best product for this is: TAB & LINK MANAGER

It offers usergroup permissions and many features for the tabs, drop downs, links and submenu links.
