I have been hit with blog spam twice in the last week. Same user (signed up with a similar name after ban). The problem is, they don't have access to write a blog. No one can post a blog until they've been a member for 45 days and has 500+ posts (or 60 days and 100 posts). This user isn't even confirmed (is in 'users awaiting email confirmation' group), but has still been able to post a blog. I created a test user, but wasn't able to post a blog. Any ideas?

Are you sure he did not change his email address which would put him back uin the 'users awaiting' group?\

I just assigned a user as a Blog Moderator and Registered User. I have set the User group for Blog Moderator to be able to edit and publish a blog post.
