Yeah, global_start was originally going to be taken out of VB4 but was put back in to be compatible with old mods.... global_start doesn't get called by the CMS at all...
Try one of the other global_ hooks, usually global_bootstrap_init_start in my experience.

Plugin access question (global_start)
I have a plugin written that pulls in an external PHP file to provide an alternative nav bar. When I create a standard plugin with a variable registered to the navbar template it does not show up in the CMS portion. I tried adding this same plugin in the CMS product and it didn't work there either. I have the plugin hook set to global_start. I'm sure i'm missing something obvious here.
