(1) Where can I edit the pre-sign TOS agreement? the tos
that a member has to check before he can actually signup....
where can i find it, and or how do I edit?

(2) I would like to limit profile usage for new members so
to prevent drop in links, or link spamming...How can i set
this up so new members can not access profile until x
number of posts?

1) It's a phrase. Go to admincp > languages & phrases > search in phrases > enter some of the text and hit Search. You may then click Edit next to the phrase that comes up.

2) Set up another usergroup for users to get Promoted to after x posts. Then set up a Promotion to move them from the Registered Usergroup to this new usergroup after X posts. Usergroup Promotions
