[Forum] forcing users to accept new rules

When rules are revised in a forum, how do I force members to click to agree to the new rules before they can proceed to the forum ?

How do I force members to read a thread before proceeding to the forum ?

There is no default method to do this, nor is there a method to force a user to read a thread before entering a forum. These would require modifying the code which is something you should ask about over on vbulletin.org, the modification site.
