Find and Upload a file called TOOLS.PHP ; it comes with your vBulletin zip file package.

It sounds like maybe this is a cookie issue? If so, as Anders said, upload tools.php to your admincp, point your browser to it, and reset your cookie domain. Then remove it from your site.

If I post CSS and you don't know where it goes, throw it into the additional.css template.

Upload the tools.php file to the admincp directory. And you run it by using the URL to the Admin CP, using tools.php at the end instead of index.php.
