[CMS] User editor - Img only from web?

Why in user editor when click to add image
it's give the user just put image from the web (address*)
and can't upload ?

Even after i change the user editor - wysiwyg ,
for me as the admin I can do this ...

CMS - Article - when user click to add image - open a box with one option to add img from url, the other option - upload image from computer
doesn't show..

That option is available. Which editor are you using - Enhanced or Standard? Do you have any add-ons installed?

Other than disabling add-ons, the next step is troubleshooting this would be to upgrade to 4.0.8.

Upgrade to 4.0.8. This is definitely there, assuming no add-ons.
