[Forum] weird error when posting a % sign in the post

One of the sites I help on has a strange error.

when a user post a % sign, it's converted into this %

now one odd thing is if I wrap the % in code, html or the php tag, it shows just fine
also if I bold or underline the % it shows

it's only when it's % alone with no formatting to it


I just tested it with all plugins off, still same issue
as well as on a default style.

I was trying to search but it's hard to search for a symbol

What version is that in? If a test site is setup with a completely vanilla install, does it happen also?

it was happening on their 4.0.5 install, we just updated to 4.0.8 last night and the issue is still present

Does it only happen when using the Quick Reply, but not when using the Full Reply Editor? If this is the case, is iconv available on the server?
