Is there a way to make a particular poll stick in the poll widget?

Sorry, there is no function to do this. This requires modifying the code. We cannot officially support code modifications or forums running modified code, however you can try searching or asking for help with this over at www.vbulletin.org.

Ummmm, there's supposed to be. The first control of the configure page is an edit box where you can enter a list of thread id's. If there's a problem with that it's news to me. So go to the poll page and look at the url for the threadid. Then configure the poll widget in admincp. You can enter multiples- 1300, 1312, 1412 would display those three polls.
