[CMS] Which pic is used for preview? v4.06

I'm not sure if I found a bug or I just don't know how this works in v4.06 but, I have an article with several pictures. When I moved the pic I wanted to the top, the wrong pic shows in the preview. I've tried moving the order several times and even switched the editor mode to verify the pic I want is on top but, still no luck.

Thoughts, suggestions?

And... for some reason, after moving things around in the editor the pics are duplicated in the article. I counted 40 pics in the editor but, 77 in the article. Some of the pics showed-up 3 times. I'll submit this as an issue but, would like to know if there are a couple of things I should check first... maybe it's just something I'm doing wrong.

Could it relate to the fact that I promoted a forum post to the article?
