I notice that the last post field is blank in sections that are comprised solely of sub forums. I've seen other vb forums that are able to display it. Is this an option or do I need to edit code somewhere?

Do you mean the 2 series sub sub forums?
You'd need to add a new template or modify the current template to deal with showing more information.
The CMS issue is either unpublished articles, or your have Show on *** set to no. on your catagories and articles.Comment

I want the thread count/last post info to show on the main forum page for sections with only sub forums the same as it does for sections without sub forums..
