I suppose you'd have to reset the value of some auto-increment parameters (post ID and thread ID most likely).
I'd like to know this as well since I'm fine-tuning a big import job with ImpEx and hence I'd like to keep my settings while reimporting portions of a bigger import job until I am happy with the result

Yeah, this is something you would have to do in the database, as suggested.
