[Forum] 4.0.6 Show Thumbnail Image Without Being Signed In

I have View Attached Images Inline enabled as: Yes, Display Thumbnails. When I am signed in I see the thumbnail image, when I am not I see the file name only. What setting to I need to change to enable showing the thumbnail image all the time?

Whenever one group of users cannot do something that another group can, you should look to usergroup permissions.
