Ok now that I have the basic and all is working... when I unzipped the Vbulletin Suite 4 one folder do not upload. I see it has some utility programs I guess what do I do with these or how do they work? (Thanks)

It would be a good idea to read the manual before you go any further.
For your specific question, the manuel says:

Installing isn't a trival process so carefully reading through the manual first will help prevent major problems.The second folder is do_not_upload - This folder contains tools to perform various tasks on your board
searchshell.php - This file will allow you to rebuild the search index.
vb_backup.sh - This file will allow you to run a database backup via SSH/Telnet or a scheduled backup through cron.
tools.php - This file must be uploaded to the admincp folder and allows you to perform certain tasks should your board go down or you accidentally lock yourself out of the Admin Control Panel. This file must be deleted immediately after use or it will cause a SEVERE security problem.

Well I did read the manual on the install process but my small brain can only remember so much is is all quite allot to retain for some of us, thanks for your information.Comment

Well here is what I did
uploaded tools.php to admincp folder
uploaded searchindex.php to the admincp folder
index.html guess you do nothing with?
Folder names rewrite not sure about?
