[Blog] How can I view who has rated a blog post or forum thread

I've been searching for a while, but can't find any similar questions or solutions for the problem. On my board I have the rating system activated, and have the idea that some users are screwing around with the ratings.

Is it possible to see who has voted and what they have voted? If not, is there a possibity to implement this and can I change the rating manually as a mod or admin?

Does no one have the need of a feature like this? I have some users who are writing realy nice blogs, but because hardly anyone rates them yet and some [censored] is messing around and rating the blogs as realy bad it isn't very motivating to write some more.

I've done some sniffing around and it seems to be a problem in how the rating is shown.

On http://www.o-spot.nl/blog.php you see that every blog with a rating has 2 stars, so you think it is a bad blog. When you open the blog http://www.o-spot.nl/entry.php?14-5-days-Hoofdplaat you suddenly see 5 stars and on a mousover it says 2 votes 4,50 average.

Why the blog shows 2 stars in the overview instead of 4.5 and 5 in the blog in instead of 4.5 beats me.
