Also, chmodd the directory that the sitemap files are in.

The config.php has nothing to do with your sitemap files.

What is the sitemap folder path setup in the sitemap config?

Hi, thanks for your reply. Well done in thinking of this.
Must have been the Chat Room I put in Vbulletin. Addonchat

    AdminCP/Maintenance/Diagnostics/Suspect File Versions........

addonchat.php File not recognized as part of vBulletin
addonchat_auth.php File not recognized as part of vBulletin
addonchat_close.php File not recognized as part of vBulletin
addonchat_func.php File not recognized as part of vBulletin
So I Un-Installed Addochat in AdminCP and deleted all the AddonChat files from the FTP (e.g. Php files), but still get this message when trying to sign up as a new user in Vbulletin.

Warning: require_once(includes/functions_vbsfs.php) [function.require-once]: failed to open stream: No such file or directory in [path]/register.php(327) : eval()'d code on line 3

    Fatal error: require_once() [function.require]: Failed opening required 'includes/functions_vbsfs.php' (include_path='.:/usr/share/pear:/usr/share/php') in /websites/123reg/LinuxPackage21/xm/rv/po/mywebsite.com/public_html/forums/register.php(327) : eval()'d code on line 3
functions_vbsfs.php which I tried to delete, does not exist in my FTP /Includes folder on the server, how weird is that?!!

AdminCP/Maintenanance/Diagnostics/Suspect Files Versions: Now = No errors

    Update:
Finally found the cause it was vbStopForumSpam plug in for Vbulletin. Very odd as I have the latest version. Disabled it, and now registration works..but.........
    (Scratches head).

Have this error in adminCP once logged in..................
    Vbulletin Message:

The directory the sitemap files are to be written into is not writeable. Please change the permissions on the path to be writeable by the web server or enter a different path in
    the sitemap options.
Downloaded my Config.Php from the server and it looks like this at the top.

    Issue:
Trying to accept new members onto forum not possible - errror preventing user registration.

    Example of error:

Error produces white screen with black text at the URL:

    http://www.mywebsite.com/forums/register.php?do=addmember

    I get the message...........

    Attempted newbie investigations:

    * Tried with Google Chrome, and IE8. Error is replicated.
    * Allow new user registration ? Yes.
    * Forum is active in admin CP also.

So I'm rather stuck as what is causing this issue.
Thank you in advance for any ideas.

What mods did you install recently prior to this happening? I am asking because the file that it is trying to find it is not a default vb one (functions_vbsfs.php).
