Found it. It was under the Language Manager. The variable was called vbulletin_message and changing the value of that variable updated the text on the page. Pretty simple once I found the right place to change it.

vBulletin Message Customization?
Hello,
I was just showing the vBulletin Forum that I setup in our staff meeting and the boss immediately noticed that when you login it says "vBulletin Message" on the top of the login window as well as in the bread crumbs nav. Is there a way to customize this? If so, can someone direct me where to make this modification?
Also, we have 4.0.2 with CMS but it is the version with vBulletin branding, so does this mean the text cannot be removed? I was under the impression that the branding would only have to show in the footer, which it is.

I have set the 'baseurl_login' in the /config.php with the https address of our forum. Is this all I need to do?
