[Blog] Remove Ability To Make Blogs 'Private'

Forgive me for what seems all the world to be a simple permission issue, but can someone please tell me how to remove the ability for members to make their blog private?

I've set up a new 'Bloggers' usergroup, so I can limit those who Blog but literally every Blog entry made from this usergroup is set as a Private entry.

I don't seem to be able to see how to made them public

Thsi setting do exist in 4.1.1. Check again.

If you are talking about :

admincp > Settings > vBulletin Blog: General Options
then on that page:
default registration option -> permission and privacy

I set as:
Guest May -> view blog (on)

But the blog is still private.

And the guest and other members (except the admins and superadmins) can not see the blog posted

It is the same setting on the member profile.
So in may case the setting is correct but the guest can not see the blog post

There are two separate permissions in post #4.

I did both, and the result is the same
it is by default and also i made a mass query to set to all the members

and... that member registered himself after the changes
so it have by default and on his members settings he is ok.

Those permissions do work when done correctly, unless you have an add-on that broke this.
