I got some questions
How do I change the rules

and if you go to;

That is called a phrase and phrases are easy to change.

Go to AdminCP >> Open Languages & Phrases menu on left side >> Click Search in Phrases to locate the one you want to edit >> Use the Translation box to make a new version of the phrase you want.

Your phrase is called "forum_rules_description" which you can also locate in the Phrase manager area but I find searching is faster by just searching for a little text from the phrase you wish to edit.

Also see the vBulletin manual section titled Languages and Phrases at http://www.vbulletin.com/docs/html. Although made for 3.8 this applies to 4.0 also. More is explained there.
