You should file a support ticket if you really can't see it.

I see it listed as: Security patch: 4.0.2 Suite PL1 (suite license) and Security patch: 4.0.2 Forum PL1 (forum license only) - shown from the link you posted.

As a temporary solution, download the full package and upload those five files listed from the announcement.

If you just upload the files listed in the announcement, this brings your site up-to-date. You can run Upgrade.php if you wish, but I think it's easier just replace the files in question.

Replace the files but the admincp panel show i have 4.0.2 Version and no 4.0.2 Patch Level 1

The file inclues/version_vbulletin.php you can rename it to '4.0.2 Patch Level 1' and your up to date lol.
