[CMS] Why dont have sub-navbar on article page?

On the main, the section - on every page you can see the sub-navbar links.
Buy, only in a article page, like this one - http://vb4.iatraf.co.il/content.php?...94%D7%94%D7%94 there isn't links in the sub navbar.
