One of my users told me he has been required to add some text whenever uploading a photo but I cannot find any setting for this. Can someone inform me if there is a setting to not require text/description when uploading an image.

This should have changed in 4.0.2. There is a setting in vboptions > message posting options > min char per post that sets the minimum number of characters you must put in a post, but you can't set that to zero.
