    I found what's going on.
    In newattachment.php line 151.
    PHP Code:
    if ($vbulletin->GPC['flash'] AND is_array($vbulletin->GPC['attachment']))
    {
    $vbulletin->GPC['attachment']['utf8_names'] = true;

    I am not seeing this on my 4.0.2 test site. I just uploaded a text file with a long name as you can see in the image:

    Attachment File Names

    After I upgraded to 4.0.2, I noticed attachment filenames have been shorten to about 12 characters. Our site use a lot of attachments and rely on the filenames to explain each attachment. I took a look at the database; it seems that filenames are stored in unreadable utf-8. Is there a way I can have the filenames back? Please help!
