    is there a way to set up a custom bbcode for image size?

    Like in what way? From the little bit of info you provided, I would answer maybe? Perhaps you want to be a bit more specific so the answer can be more specific?

      something like this

      [IMG=200x200]image.png[/IMG]

      which will resize an image to the height and width of 200px

        Sure. You could create a bbcode like:
        <img src="{param}" height="200" width="200" alt="" />

        (I think that's right, I haven't tested it.)

          It is for CMS. Not for forum.

            You cannot create bbcode only for the CMS and not the forum using default vbulletin.
