go into your usercp/settings (by your name in header click it) look on left sidebar menu, go down to 'my settings', look a little further down for 'forum settings', click it, then the pm settings are on the right about the 3rd or 4th set down.Comment

This is all basic usergroup priviledges.
i.e. awaiting email confirmation = no pm prividledges
registered = no pm (or even posting priviledges.. that depends on you) priviledges
*new* usergroup (that you name, require x # of posts before auto-promoting to that usergroup) = pm priviledges
Usergroups and their permissions are fully explained in the vB documentation (even the 3.8.4 documentation for usergroups will apply to vB4.x) that you can access HERE at vbulletin.comComment

ummm this is the forum for vB4 stuff
go to your admincp
scroll down left side menu till you see 'Usergroups'
click it, the submenu will open
click Usergroup Manager
on the right is a list of your usergroups
click the edit 'go' button for a usergroup to edit it (i.e. unregistered/not logged in)
once in the usergroup that you want to deny pm'ing priviledges to scroll down to the Private Message section
in the first option be sure '0' is in the white box, this denies *any* pm'ing priviledges for that usergroup
