I would say that it is because it has special characters in the filename, have you tried the same file without the special characters in the filename neee.gif.

Attachment Encoding Issues
I'm trying to attach a file called "nééé.gif" but the file is renamed to a different name, due to problems of language encoding.
Original name: nééé.gif
New name: nééé.gif
Then it will be a problem with my php? database? translation?
This forum and another Brazilian forum has the same problem, I just attach a test file.
Is a bug or configuration error?
