[Forum] Moderator control panel isn't visible to moderators in 4.0.1

The modcp link at the bottom of the page isn't visible to regular moderators in 4.0.1. Super moderators and admins can see it fine. It doesn't matter whether they're viewing a forum they moderate, or not.

Is this the way it's supposed to be? I vaguely recall applying a fix along these lines in 3.8....

OK, it's same, but did you think to change this??? I want to have regular moderators, who cannot moderate in ALL forums, but still have link on footer to MODCP. He already have access to MODCP if manually enter URL, so I cannot see why this options not implement in this ver. of vBulletin?

So, now, PLEASE, can you add this feature? You see that not too complicated, and you can add it on Usergroup options.....
