You have to enable the forum blocks from vBulletin Options > Forum Sidebar and Block Options > Enable Forum Sidebar, set to yes

From your ACP -> Forums and Moderators -> Forum Blocks Manager -> Add block -> Custom HTML/PHP -> place your ads HTML code.
