Custom Avatars Not Showing and Won't Rebuild

So this started when I was having a problem with custom avatars not showing in the sidebar. I decided to clean out the "customavatars" directory and rebuild it, thinking that would work. Well it goes through the motions, but the files aren't being written. I have checked and everything is chmodded to 777. I even turned off plugins and did the create a new blank style and tried to rebuild and it still won't load them on the server.

So now nobody has their custom avatars. Help! Thanks.

If you emptied the folder, those files are gone. That is where the files are stored. Users would need to reupload avatars now.

Well I have my old 3.8 board from yesterday, so if I just upload that folder back over to the new board it should work shouldn't it?

Yes, in theory. You should rebuild avatar thumbnails again afterwards.

Also make sure it's recursively CHMODed to 777.

Well it didn't quite work, because everyone's custom avs numbers changed slightly after the upgrade so I've had to manually fix them as I notice they're not showing up. Then I run the rebuild and it seems to work AFTER I fix each of them. Very weird. But at least I didn't lose them.
