I was wondering does VBulletin Support offer this service? If not, is there any other support options out there to help us accomplish this task safely without incurring any downtime on the website?

You'll end up with some downtime. It should just be a matter of moving the files, and the database if its hosted locally. Then updating the dns if thats required.
