    Where is max_user_connections defined or set?

    I was getting some errors today:

    Database error in vBulletin :

mysqli_real_connect(): (HY000/1203): User XXXXXX_forum already has more than 'max_user_connections' active connections

    Where is max_user_connections defined or set? I'm wondering what this value is...
