It might be, I can't say as the support are not the developers.
Logging it in the tracker allows the developers to investigate, test, and verify if it's a bug or not.

It would be worth logging this as a bug so the developers can investigate:

The latest Beta strips out all foreign characters (e.g. umlauts) when editing a post. This does not happen however when new posts are created. Just when edited!

Is this a setup problem with our settings or a bug?
