Try turning off strict mode.

In your ImpExConfig.php file change this line from:
define('forcesqlmode', true);

to:

define('forcesqlmode', false);

If that doesn't work, you'll need to open a support ticket by visiting https://www.vbulletin.com/go/techsupport/.
