i set minimum time to be 20 seconds bitween searches but i still can do multiple searches in less than 20 seconds, why this feature isnt working preperly in my 3.8.4 forums?

You are a member of the Administrators usergroup on your forum, I would guess, and as such that setting doesn't affect you.
