Is usual that registered user has rights to close thread?

I have seen settings within admnistration CP as:
with Can Open / Close Own Threads

Is this usual for registered users to Open / Close Own Threads?

Is this the best way to enable?

No, it's not normally done.

Depends what sort of forum that you are in, but in every forum i've ever seen (apart from one, maybe?) its been set to no.

Maybe it would be also there added Function (Permission) to define Forum as read...as regsitered members can define forum as read...
