Limit new thread creation

Hi,
I was wondering if it's possible to limit new thread creation to just Administrators and Moderators in a certain forumid. I'm using a News forum to post news, so I don't want to regular users to be able to make new threads, but I want them to be able to post in each thread for comments. Is this possible?

Yes:

Admin CP -> Forums & Moderators -> Forum Permissions -> Edit (appropriate usergroups) -> Can Post Threads

Admin CP -> Forums & Moderators -> Forum Permissions -> Edit (appropriate usergroups) -> Can Reply to Others' Threads
