PL1 patch for 3.8.4 is missing

Ok i should have done it a month ago but I thought since I'm in upgrading and patching mood I'd best update my liv site with the PL1 patch.

However, in Freddie's ANNOUNCEMENT there is a link to the patches section of the members area, but it's empty.

Where can I get the patch?

That appears to be a bug. I have reported it.
