On my vB 3.8.4 PL1 forum once any user has rated a thread the dropdown menu item at the top of the thread no longer allows it to be rated by anyone. It shows "You have already rated this thread" for all users. However, users (who have not already rated it) can still rate the thread from the advanced reply form.

I'm also having this issue. I tried disabling the plugin/hook system as well to make sure it wasn't a hack I had installed and I'm having the same issue still.
