Threads and Post Having to be Moderated When They Shouldn't

What would cause threads and posts of a forum to have to be moderated even when setting those options to no when editing the forum? For some reason some of my users can post in one forum without any trouble at all, while most of the others are having their posts required to be moderated before they appear.
