Allowing Unregistered users to download attachments

I can't seem to figure out how to allow unregistered users to download attachments. This is my current config:

Forums and Moderators -> Forum Permissions -> Forum -> Unregistered -> Can download attachments = YES

Usergroup Manager -> Unregistered -> Edit -> Can download attachments = YES

Attachments -> Attachments Permissions: Unregistered isn't even an option

Sorry, this is not possible without modifying the forum code.

You'll need to ask for help over on vbulletin.org to see if someone has already made a modification to allow this.
