How to make it so new users have to post once before viewing a section?

You can setup a promotion.

1. Create a user group that has access to the target area.
2. Setup a "Promotion" in AdminCP so that when a user reaches the selected post count they are added to that new group from step #1.

VB will automatically promote users at a certain time interval as set in the cron schedule. When that happens, they'll be able view the forum.

Takes about 5 min or less to setup.
